Randy Davis, Principal – Mr. Davis has more than 41 years’ experience in the consulting services industry. Beginning in 1979 until 1997 he worked his way through a publicly held corporation becoming a senior Program Manager for the firm’s government contracts. Following his departure he joined a California based nationally recognized provider of Property Condition/Physical Needs Assessments at commercial, industrial, and multi-family residential properties nationwide. Focusing on multifamily real estate assessments he went on to start his own firm, f3, inc which has become a respected provider of services to the commercial mortgage banking industry. He has expanded f3’s services to include engineering design. In 2018 he co-founded the Back to Action Corp., a Service-Disabled Veteran Owned Small Business.
Chris Davis, Principal - Mr. Davis has more than 35 years experience in general contracting and 25 years experience conducting Phase I and Phase II Environmental Site Assessments, Property Condition Assessments and Construction Progress Monitoring reporting on commercial, industrial, and multi-family residential properties throughout the United States for a wide range of clients. Mr. Davis routinely manages multiple property site inspections by coordinating site assessors, maintaining schedules, providing quality assurance / quality control review of due diligence reports delivered to clients and conducting follow up with clients on technical issues. In addition, for the past 12 years, Mr. Davis has been a presenter for the Mortgage Bankers Association (MBA), participating in the Multi-family Property Inspection Workshop and the MBA’s FHA Multi-family Underwriter Training Programs.
Steven Marion, P.E. VP Engineering Services - Mr. Marion founded Premier Engineering, Architecture and Survey in August 2009. He is responsible for all aspects of onsite and offsite development on commercial projects. This includes supervision of design engineers and technicians to ensure proper direction of projects, as well as design calculations, drawings, budget concerns, client relations, agency relations, establishing new design criteria, and quality control. Prior to starting Premier Civil Engineering, Mr. Marion worked for 5 years for Wal-Mart, the largest land developer during that time. He oversaw building design, site design, improvements and permitting of 200,000 square-foot buildings on approximately 25-acre sites. This experience engrained in him the importance of streamlined and reliable processes to bring about the successful completion of a good project. As a design manager, his responsibilities involved all aspects of a project from the beginning to the completion, including hiring, civil/architectural, geotechnical, training, cost analysis, permitting, scheduling, legal, and accounting. Mr. Marion coordinated with approximately 30 different engineering companies and worked in 14 states with countless different municipalities. This experience gives him a unique insight into business and municipal relations.
Brian Lenk, Director of Due Diligence Services -As Director of Due Diligence Services for f3 Mr. Lenk directs daily operations and interfaces with clients to ensure projects are quoted and completed in a timely and accurate manner. Mr. Lenk manages multiple property site inspections by coordinating site assessors, maintaining schedules and providing quality assurance/quality control review of reports delivered to clients. Mr. Lenk has more than 19 years of experience conducting Environmental Site Assessments and Remediation of commercial, industrial, and multi-family residential properties throughout the United States for a wide range of clients. He has extensive experience preparing written reports in formats prescribed by various fiduciary institutions and in accordance with guidelines established by ASTM, HUD, Fannie Mae and Freddie Mac. Mr. Lenk also has more than 11 years of experience conducting environmental site assessments, remediation, and construction of commercial and residential properties throughout the United States for the U.S. EPA, State and private clients. During this time he has served as Site Superintendent, U.S. EPA Emergency Response Manager and District Manager for government contracts in the West and Midwest. Mr. Lenk has more than 40 large environmental remediation projects to his credit, which include major oil spills, dioxin removals, pesticide cleanups, PCB removals, lead abatement, asbestos abatement, and residential lead removals.
Andrew Aubuchon – Mr. Aubuchon has more than 2 years of experience designing retaining walls, performing global stability analyses, and assisting the inspection and writing of property condition assessment reports. Mr Aubuchon has performed over 20 PCA inspections and assisted in 2 ESA Inspections. Mr. Aubuchon also has experience as a department manager in an industrial setting, and over a year of experience in the mining industry through internships and a co-op.
Chase Cannon- Mr. Cannon has approximately 5 years of experience in the construction industry. During this time, he traveled nationwide repairing and maintaining oil and gas pipelines. His work ranged anywhere from environmental cleanups, valve removal and installations, new pipeline installation, and pipeline emergency maintenance repairs. Mr. Cannon earned his Bachelor of Science in Business at Central Methodist University in 2020. Additionally, since joining f3, inc., Mr. Cannon has gained experience participating in performing Property Condition/Physical Needs Assessments at commercial and multi-family residential properties nationwide.
Christina Rohr- Mrs. Rohr has been working in the environmental industry since 2013. Mrs. Rohr earned her Bachelors of Science Degree from Southeast Missouri State University in 2013. Then, she earned her Master of Natural Science Degree with a complementary area in environmental science from Southeast Missouri State University in 2015. While earning her degrees, she worked for the Missouri Department of Natural Resource, Missouri Department of Conservation, and Southeast Missouri State University conducting surveys of various species and doing habitat management. She also worked for United Services, a disaster relief company, that deals with fire, water, and storm damage done to apartments, single family homes, and the owner’s contents. Mrs. Rohr became a Project Manager for f3, inc. in 2016. Since 2016, Mrs. Rohr has enhanced her experience and academic knowledge with both commercial and residential inspections in meeting environmental health and human safety standards. Mrs. Rohr specializes in Phase I Environmental Site Assessments, Repair Verification Inspections, and Green Repair Inspections. Additionally, as a Project Manager, Mrs. Rohr assists in writing Property Condition Assessment reports.
Eric Ferguson - Mr. Ferguson is an engineering technician and drafter. He has an extensive knowledge of building materials and assessing their conditions, building construction methods, interpreting plans and drawings and all facets of the building process. His experience includes, planning projects and overseeing their completion on the local and federal level. Since joining f3, inc. in 2014, Mr. Ferguson has gained experience participating in performing Property Condition/Physical Needs Assessments and Environmental Site Assessments at commercial and multi-family residential properties nationwide. In that time, he has conducted a significant number of Property Condition/Physical Needs Assessments and Repair Verifications. In addition, he has provided forensic analysis and design review for failed retaining wall structures.
Erin Kleppe – Ms. Kleppe has over 20 years of experience conducting various tasks and written over 1,500 reports related to engineering and environmental site assessments and investigations. These include, but are not limited to, Phase I Environmental Site Assessments, Engineering Property Condition Assessments with ADA Compliance Surveys in various formats including FMAC, FNMA DUS, SBL, and HUD. Ms. Kleppe has also successfully completed Transaction Screen Assessments, Environmental Database Reviews, Regulatory File Reviews, Repair Verification Inspections, Construction Monitoring and Rehab Plan/Budget Reviews, Property Zoning Reports, Seismic Loss Surveys, Phase II Subsurface Investigations, Tank Removal projects, and Voluntary Cleanup Program (VCP) and Innocent Owner/Operator (IOP) reports and agency application submittals. Ms. Kleppe successfully completed over 1,000 Engineering Property Condition Assessments and Phase I Environmental Site Assessments while employed at AquaTerra Assessments. Ms. Kleppe also gained valuable environmental site assessment experience while working for Omega Environmental, Inc., a national environmental consulting firm. In her eight months with Omega, she performed many Plan A Risk-based Site Assessments for the Petroleum Storage Tank Division of the Texas Natural Resource Conservation Commission. These assessments were completed for sites that had a leaking underground petroleum storage tank(s) to determine the extent and amount of petroleum contamination in the subsurface and/or groundwater.
James Sheehan – Mr. Sheehan has more than 15 years combined experience in construction management, property assessment, construction monitoring, and conducting environmental site assessments and remediation of commercial, industrial, and residential properties throughout the United States for a wide range of clients. During which time, he has been a project site superintendent, project manager, project cost accountant, quality assurance/quality control supervisor, and an environmental/property assessor. Mr. Sheehan has environmental remediation and construction projects to his credit which include residential and commercial lead removals including the preparation and review of daily job costing reports, and initiating, reviewing, and managing government procurement proposals on EPA sponsored Superfund projects with budgets in excess of 8.0 million dollars. Mr. Sheehan has been responsible for environmental remediation and demolition projects that include lead and asbestos removals and abatement on U.S. Army Corp. of Engineers projects with budgets in excess of 2.0 million dollars. Mr. Sheehan has conducted Environmental Baseline Surveys for the U.S. Navy in various locations throughout the United States. Mr. Sheehan has managed residential construction, and light commercial/retail construction projects. Mr. Sheehan has conducted over 800 Phase I Environmental Site Assessments and over 1,100 Property Condition / Assessments. Additionally, Mr. Sheehan has been responsible for inspecting and approving construction redevelopment projects with budgets in excess of 5 million dollars for a variety of financial institutions.
Jeff Roden –Since 1994, Mr. Roden has completed over 2,000 Phase I Environmental Site Assessments and Property Condition Reports as well as completing/coordinating over 200 HUD/MAP Architectural and Environmental Reports. Property Condition and Phase I ESA Reports completed included Multi-Family Properties, Office Buildings, Industrial Properties, Retail Centers, and Schools. Mr. Roden previously served as Director of Sales and Project Manager for AquaTerra Assessments and RERC Environmental, Inc., national engineering, and environmental consultant firms. In 1980, Mr. Roden founded Roden Properties, Inc. to develop residential communities on large tracts of land. He supervised the land planning, zoning, and infrastructure construction necessary for the communities. The company also custom designed, built, and sold the individual homes. Mr. Roden developed over 20 residential communities and built and sold approximately 1,500 houses. The company also managed and oversaw development of apartment complexes containing over 3,000 apartment units. In addition, Mr. Roden has rehabilitated improved real estate throughout the Dallas/Ft. Worth area for over 10 years. These projects included renovations of over 25 apartment buildings, garden office buildings, and single-family homes.
Kris Lindsey – Mr. Lindsey is an architectural technician and drafter. He has an extensive knowledge of building materials and assessing their conditions, building construction methods, interpreting plans and drawings and all facets of the building process. His experience includes, planning projects and overseeing their completion. Mr. Lindsey earned his Bachelors of Science Degree from Ranken Technical College in 2013. Additionally, since joining f3, inc. in 2013, Mr. Lindsey has gained experience participating in performing Property Condition/Physical Needs Assessments at commercial and multi-family residential properties nationwide. In that time he has conducted multiple Property Condition/Physical Needs Assessments. All reports were delivered without issue, on time to the client.
Meg McGuire- Ms. McGuire has twenty-five years of experience conducting various tasks related to civil and environmental engineering investigations. This includes, but is not limited to, Environmental Site Assessments, Seismic Loss Surveys, Tank Removal projects, Repair Inspections, Property Condition Assessments, and Americans with Disabilities Act Compliance Surveys in various formats including FMAC, FNMA DUS, and HUD. Ms. McGuire was previously employed at AquaTerra Assessments, where she performed over 1000 Property Condition Assessments and Phase I Environmental Site Assessments. McGuire worked for 5 years at J. McNutt & Associates, Inc., where she performed all the necessary background tasks required for producing ESA reports, including site reconnaissance, environmental database searches, and the generation of all graphical representations for each report produced by the firm. Ms. McGuire also has over seven years of experience as a CAD Technician for the Dallas office of Camp Dresser & McKee, Inc., which involved her in the planning, design, and implementation of major municipal and industrial water and wastewater projects in several states. Ms. McGuire has routinely and successfully assumed planning, scheduling, implementing, and reporting responsibilities for engineering investigations.
Sydney Price – Mrs. Price has direct experience assessing, surveying, and engineering and producing designs for permitting and construction of modular retaining wall systems under the oversight of a Professional Engineer. Mrs. Price routinely performs 2-10 inspections.
